It is designed as a disc-shaped drone operated by the Federal Investigation Bureau, resembling the classic depiction of a "flying saucer" spaceship, appearing as a hidden secret high above Beam Me Up in Sandy Shores and on top of Mount Chiliad after achieving 100% completion. The latter aircraft cannot be approached by normal means and is only visible from a lower angle.
The model of the FIB drone is essentially a replica of the cutscene-only "Spinning Anus" UFO seen during the drug-induced dream in Did Somebody Say Yoga?, albeit with a spinning FIB logo instead of a static one. The FIB drone has similar behaviour to the Fort Zancudo Stealth Aircraft, also emitting a loud sound that affects aircraft engines when approached, temporarily disabling them.
Other military drones of the same model appear during the Sightseeing event in GTA Online, as surveillance drones operated by the Military at Fort Zancudo, formerly in association with Merryweather Security and unrelated to the FIB ones.
