According to old scrapped american.gxt lines left in a notusedtext.txt file by the developers (and accidentally left in the files of the original release of ), the vehicle was a carnival float and was intended to appear in the removed mission Fish in a Barrel for The Four Dragons Casino, in which Carl Johnson would escort Ran Fa Li to the casino while being pursued by one of the Caligula's Palace Mafia families, and in a subsequent cut mission codenamed Carnival Float whose only leftover is its provisional mission title.
The original appearance of the Float is foreshadowed during the mission Snail Trail, where Eddie Pulaski is reading a San Andreas Post newspaper with the headline "Las Venturas to host this years carnival".
According to the leftover handling data, the vehicle type of the Float would likely have been train, similar to the Tram and all other railcars in the game.
