The Mr Whoopee is an ice-cream van featured in every game, except .
Mr Whoopee is evidently designed as a vehicle based on a van or box truck, intended to carry ice cream and other frozen foods.
In GTA III and GTA: Liberty City Stories, the Mr. Whoopee has a unique, modern design, with the headlights and grille resembling those of a 1986 Ford Transit, while the van itself can also resemble a deformed Toyota LiteAce/TownAce. The van resembles generic ice-cream vans mostly found in the United Kingdom, which is often based on a Ford Transit.
In GTA: Vice City, GTA: San Andreas and GTA: Vice City Stories, it resembles a typical American ice-cream truck, based on the Boxville but considerably smaller, making it closer to the real-life Chevrolet P10 Step-Van, whereas the standard Boxville is based on the larger P30 Step-Van. In most of its appearances, the ice-cream ornaments on top of the van serve as sexual references, in keeping with Rockstar's traditional sexual humor. In GTA Vice City and GTA Vice City Stories, it resembles a pair of breasts, whereas in GTA San Andreas, it resembles a penis. The GTA III and GTA Liberty City Stories renditions are exceptions, with only a single ice cream swirl and a chocolate bar.
As an ice-cream van, the vehicle is equipped with a musical jingle that can be toggled with the horn button. The jingle is the same as the one used by a similar vehicle in , except for GTA San Andreas. The GTA III version has no horn or radio, and holding the horn button will simply sound the jingle. The GTA Vice City version has a radio, but lacks a horn; holding the horn button does nothing.
