The Cutter appears to assume an original design and does not seem to resemble any real-life machinery. However, it is heavily inspired by a similar vehicle featured in the 1995 film Die Hard with a Vengeance, as both are the same type of vehicle and are original concepts as well. This is reinforced by the fact that the Obvious Approach is a reference to the aforementioned movie.
The Cutter is designed as a mobile tunnel boring machine, where the frontal section of the main body mounts a large structure with various articulated arms behind and five large circular blades on the front, each one having three differently-sized saws. Its main body is rather generic in shape, featuring small fenders/arches for the front wheels and a driver cab on the left-hand side with large rear-view mirrors, as well as a circular headlight on the upper side and a tall structure on the right-hand side mounting the other headlight. The rear section is also generic in shape and features small handles/frames around, a single exhaust pipe on the rear right quarter and several vents on the end for the engine bay. The interior of the cab features similar details to trucks such as the Benson and the Mule, and in the enhanced version, it uses the same "Truck" analog dials with functional needles, although no first-person view is available.
The vehicle is seen with a worn appearance and is only available in a yellow primary color for the body. It also uses large yellow industrial wheels derived from the Lawn Mower, the Fieldmaster and the Dump, fitted with high-profile tires with knobby treads, with the front axle fitted with dual wheels.
