The Truth
The Truth wants the government's secret jetpack. CJ stealth-infiltrates Area 69, fights through every floor of the underground base, and steals the jetpack to fly out.
Black Project is a mission in given to protagonist Carl Johnson by pot-growing hippie The Truth from the Verdant Meadows Airfield in Bone County, San Andreas.
Carl arrives at the airfield and is welcomed by The Truth, exercising on the top of an aircraft wreck. The Truth then berates Carl for having willfully worked for a government agent. He then tells Carl about a secret military research area, where he believes a "black project" is being developed. The Truth drops Carl off at the boundaries of the base before leaving.
Carl must sneak into the underground area, by using the control tower to open the blast doors and get inside. However, he has to do so before sunrise, and the area is heavily guarded with several soldiers patrolling the area, as well as many searchlights. If Carl manages to get into the control tower, he has a limited amount of time to reach the blast doors before they're closed again. If Carl stays in a searchlight for too long or destroys three of the searchlights, the blast doors will be isolated from the main system, forcing him to find another way to get inside, namely through a vent.
Once inside, whether through the blast doors or the vent, the alarm goes off, and Carl is forced to kill every soldier in the way as he tries to reach a research lab for the black project. Upon arriving at the lab, a scientist gives Carl his keycard, which he uses to gain access to the launch bay, where the project, which turns out to be a Jetpack, is lying at the bottom. Carl steals it and flies towards Arco del Oeste, where The Truth is waiting in his van. The Truth takes the jetpack and drives off, leaving Carl all alone in the desert as he asks The Truth if he could drive him back into town.
