How to Get the Jetpack, Hydra, and Rhino Tank in GTA San Andreas
The Jetpack, Hydra jet, and Rhino tank are San Andreas's three most-wanted toys, and all three trace back to the same restricted base. Here is how to get each one legitimately, plus the cheat codes if you would rather skip the work.

The Jetpack, the Hydra jump-jet, and the Rhino tank are the three items every San Andreas player eventually wants, and all three are tied to Area 69, the game's restricted desert military base in Bone County. Here is how to get each one the legitimate way, and the cheat code for each if you would rather not earn it.
The Jetpack
The Jetpack is obtained during the "Black Project" story mission, where CJ infiltrates Area 69 and fights down into the underground labs to steal it. After you progress past that point in the story, a Jetpack reliably spawns next to the air traffic control tower at the Verdant Meadows airstrip (the airfield you buy in the desert), so you always have a way to get another one.
Cheat code: ROCKETMAN.
The Hydra
The Hydra is a vertical-takeoff jump-jet with homing missiles, and it becomes available after the "Vertical Bird" mission. Two Hydras spawn near a hangar at Area 69, but grabbing them is dangerous: the base's surface-to-air missiles will lock onto you. The safer route is that a Hydra spawns in the hangar at your Verdant Meadows airstrip once you own it and have progressed far enough. Flying skill from the pilot school makes it far easier to handle.
Cheat code: JUMPJET.
The Rhino tank
The Rhino is San Andreas's tank: nearly bulletproof, with a rotating cannon. The most reliable spawn is inside Area 69 after you have completed Black Project. You can also force one to appear by reaching a six-star wanted level, at which point the military deploys Rhinos against you, and you can hijack one.
Cheat code: AIWPRTON.
A warning about Area 69
Entering Area 69 on foot or flying over it triggers a five-star wanted level, SAM sites that shoot you down, and Hydras that hunt you. Until the story opens the base up, treat it as hostile territory. Once you own the Verdant Meadows airstrip, you rarely need to risk the base at all, because the Jetpack and Hydra both spawn there.
