San Andreas introduced deep car customization, but it split it across three separate mod-shop chains, and each one only works on certain vehicles. Drive the wrong car into the wrong shop and the garage door will not even open. Here is how the three chains break down.
TransFender (general)
TransFender is the all-purpose chain with three locations: Temple in Los Santos, Doherty in San Fierro, and Come-A-Lot in Las Venturas. It accepts the widest range, roughly 65 different vehicles, and handles the bread-and-butter mods: paint jobs, a choice of 10 wheel types, hydraulics, nitro, bull bars, exhausts, spoilers, side skirts and stereo upgrades. If a car is not a dedicated lowrider or a tuner, TransFender is where it goes.
Loco Low Co (lowriders)
Loco Low Co sits in Willowfield, Los Santos, and opens after the Cesar Vialpando mission (the lowrider dance contest). It is lowrider-only and specializes in eight vehicles: the Blade, Broadway, Remington, Savanna, Slamvan, Tahoma, Tornado and Voodoo. Its hydraulics and lowrider-specific body kits go deeper than what TransFender offers for the same cars, which matters if you plan to win lowrider competitions.
Wheel Arch Angels (tuners)
Wheel Arch Angels is in Ocean Flats, San Fierro, and opens after the "Zeroing In" mission. It handles street-racing imports only: the Elegy, Flash, Jester, Stratum, Sultan and Uranus. This is the shop for big rear wings, vented hoods, roof scoops and the aggressive body kits that suit San Fierro's hill races.

A practical tip: TransFender is the only chain in all three cities, so if you are far from San Fierro or Los Santos and just need paint, wheels or hydraulics on a standard car, the nearest TransFender will do the job.
