For about five hours on October 6, the internet thought GTA 6 would be playable on PC at launch through Xbox Cloud Gaming. Then Xbox's chief strategy officer called it 'misreporting': GTA 6 'will not be streaming exclusively or to PC.' Here is what was reported, exactly what Xbox said, what the deal could still mean for Xbox owners, including Xbox One, and every way you can and can't play GTA 6 on November 19.

For about five hours on Tuesday evening, PC players thought they had won. A report said Xbox had secured exclusive cloud streaming rights to GTA 6, which would have made it playable on any PC through Xbox Cloud Gaming on November 19, with no PC version needed. Headlines like "GTA 6 is officially playable on PC at launch" were everywhere by the end of the evening.
Then, just before 11pm Eastern, Xbox's chief strategy officer Matthew Ball shut it down: GTA 6 "will not be streaming exclusively or to PC." Here is what was reported, exactly what Xbox said, what the deal still seems to be, and where you can actually play GTA 6 on launch day.

What Xbox actually said
“While the excitement for GTAVI and XBOX is great to see, it has also led to some misreporting. We are looking forward to launching GTAVI on XBOX November 19, though the game will not be streaming exclusively or to PC.”
Read it closely and it makes three points:
- GTA 6 launches on Xbox on November 19. Not news, but a nice reminder that Xbox wants its name next to the game.
- "Not streaming exclusively." Xbox does not have exclusive streaming rights. Another service could stream GTA 6 too, though none has announced it.
- "Or to PC." This is the line that matters. Whatever the deal is, it does not put GTA 6 on Windows PCs or in a PC browser through Xbox Cloud Gaming.
What Ball did not say is that there's no streaming deal. Eurogamer points out that he "didn't deny Xbox having cloud streaming rights for GTA 6 on Xbox consoles specifically", and The Verge's updated report reads it the same way: "That suggests the deal is simply for Xbox console streaming."
So what is the deal?
Nobody at Xbox or Rockstar has spelled it out, so here is what the public record supports.
Xbox Cloud Gaming doesn't only run on PCs and phones. It also runs on Xbox consoles, and Xbox's own announcement of its cloud changes on September 3 points to one group in particular:
“Cloud gaming can also give XBOX One owners access to eligible games built for XBOX Series X|S without requiring an immediate hardware upgrade.”
GTA 6 is a Series X|S and PS5 game. It is not coming to PS4 or Xbox One as a native release. If it were made eligible for cloud play on Xbox consoles, an Xbox One owner could in theory stream it without buying a new console. That would also fit Sharma's line about something "no other platform holder is doing".
But this is a theory built from two public statements, not something Xbox has announced. It's just as possible that the deal only covers Series X|S consoles, or something nobody has guessed yet. Ball's post also doesn't say whether phones, tablets or smart TVs, which Xbox Cloud Gaming normally supports, are in or out. Expect Xbox to explain it closer to launch.
The catch, even if you can stream it
Whatever the deal turns out to be, it arrives in the same month Xbox changes how cloud gaming works. From November, per Xbox Wire:
- Game Pass Ultimate includes 15 hours of cloud gaming a month, Premium 10 hours and Essential 5 hours. Today there are no hour limits.
- When you run out, you can buy more hours from the Xbox Store. Prices haven't been announced.
- You will be able to buy cloud hours without Game Pass at all, and "stream eligible games they own".
The last part matters for GTA 6. It is not on Game Pass, so streaming it would mean owning it first, then paying for the hours, in a capped-time model. Fifteen hours a month doesn't go far in a game expected to run for dozens of hours. Xbox says it expects the caps to affect "4% of Game Pass subscribers" and says plainly why it is doing this: "the cost of providing cloud gaming grows as more people use it and play for longer."
Can you play GTA 6 on PC at launch at all?
No. Rockstar has not announced a PC version of GTA 6, and Ball's post closes the cloud route through Xbox. GeForce NOW and similar services can't help either: they stream the PC version of a game you own, and there isn't one.
If Rockstar follows its own history, PC comes later. GTA 5 launched on consoles in September 2013 and reached PC in April 2015.
