The significant part is who is doing the shipping. Rockstar handling a 95GB roleplay build through its own launcher means official infrastructure for authentication, updates, and integrity. That solves the problems that have dogged GTA RP forever: version drift between players, sketchy third-party installers, and servers held together by volunteer sysadmins.
It also sets a template. If Rockstar can distribute a roleplay build for GTA 5, it can do the same thing for GTA 6, and it has already bought the company that makes the underlying tech.
