How GTA 3 100 percent completion is tracked
Liberty City's completion stat is split across three islands: Portland, Staunton Island, and Shoreside Vale. Unlike later games, GTA III does not hand you one big trophy item at 100 percent. There is no parked Rhino tank waiting on a bridge the way San Andreas does it. The rewards are unlocked as you complete each individual task, so treat the checklist as a stack of self-contained jobs. Each one pays out on its own, and the percentage ticks up as you go.
All story missions
The campaign is the backbone of the checklist. You progress through Salvatore Leone's Mafia work on Portland, the Yakuza and Donald Love jobs on Staunton Island, and the finale on Shoreside Vale. Every main story mission counts toward your percentage, and you cannot reach 100 percent without finishing the campaign through the Cartel showdown at Cochrane Dam.
Alongside the main story, GTA III tracks several optional mission strands that are mandatory for full completion:
- 17 payphone missions scattered across the islands (El Burro, King Courtney, and others)
- 4 RC Toyz missions (radio-controlled car challenges)
- 4 Off-Road challenges (checkpoint races)
Skip any of these and your stat will stall short of 100. Knock them out as the islands open up so you are not backtracking later.
All 100 hidden packages
There are exactly 100 hidden packages in Liberty City, the white floating bundles tucked into alleys, rooftops, sewers, and dead ends. They split 33 in Portland, 36 on Staunton Island, and 31 on Shoreside Vale. Each package pays $1,000, and every tenth package you grab unlocks a permanent weapon or item spawn outside all three safehouses.
The full reward ladder for collecting hidden packages is:
- 10 packages: Pistol
- 20 packages: Uzi
- 30 packages: Grenades
- 40 packages: Shotgun
- 50 packages: Body Armor
- 60 packages: Molotov Cocktails
- 70 packages: AK-47
- 80 packages: Sniper Rifle
- 90 packages: M16
- 100 packages: Rocket Launcher, plus a $1,000,000 bonus
That free arsenal at every safehouse is the biggest practical payoff in the game, which is why most players chase packages early.
All 20 rampages
Rampages are the white skull icons in blue circles. Step on one and you get a short timer plus a fixed weapon to rack up a target number of kills or vehicle destructions. There are 20 rampages in total: 6 in Portland, 7 on Staunton Island, and 7 on Shoreside Vale.
A few are genuinely tight on time, so it pays to clear the surrounding street of gang members and parked cars before you trigger the icon. Each completed rampage advances your percentage, and all 20 are required.
All 20 unique stunt jumps
GTA III hides 20 unique stunt jumps across the city: 8 in Portland, 4 on Staunton Island, and 8 on Shoreside Vale. To clear one you need to hit the ramp with enough speed and the right angle to register an "Insane Stunt" bonus and clear the gap. A fast car (the Banshee or Cheetah) makes the fiddly ones far easier. All 20 are mandatory.
The side jobs and their final levels
The four vehicle side jobs are where a lot of completion runs slow down, because each has a specific level you must reach:
- Taxi Driver: complete 100 fares. The reward is the Borgnine Cab, a faster taxi that spawns at the Borgnine Taxis depot north of the Portland safehouse. Fares do not need to be consecutive.
- Vigilante: make 60 criminal kills, split as 20 per island. Every 10 kills on an island adds a police-bribe star pickup at that safehouse, up to 6 bribes total.
- Paramedic (Ambulance): reach Level 12 in a single run. This unlocks the Infinite Sprint reward, letting Claude run forever.
- Firefighter: put out 60 fires, 20 per island. Finishing all 60 unlocks a Flamethrower spawn at every safehouse.
These can be done in any car you can grab, but the ambulance Level 12 grind in one sitting is the toughest single requirement in the game.
The Import/Export crane and garage lists
Liberty City has three Import/Export locations, and all three lists must be filled:
- Portland Docks garage: a roster of industrial and work vehicles (Blista, Bobcat, Bus, Flatbed, Linerunner, Mule, Patriot, and more). Deliveries pay $1,000 each, with a $200,000 bonus for finishing the list.
- Portland Docks crane: the emergency and military set, including the Police Car, Ambulance, Fire Truck, Enforcer, FBI Car, Barracks OL, and the Rhino tank. The crane pays $1,500 per export.
- Pike Creek garage (Shoreside Vale): the sports and luxury list (Landstalker, Sentinel, Cheetah, Banshee, Stinger, Infernus, and more) dropped into a garage north of the local Pay 'n' Spray. Deliveries pay $1,000 each.

The reward for 100 percent
Here is the honest part: GTA III gives no exclusive item for hitting 100 percent itself. There is no special vehicle, no double health, and no bottomless ammo handed out at the moment your stat flips to 100. Everything useful (the safehouse weapons, the flamethrower, infinite sprint, the Borgnine Cab, the bribe pickups) is earned from the individual tasks along the way.
What you get for the full clear is the "Is That All You've Got?" achievement and the permanent 100 percent reading in your stats.
