San Andreas Casino Heist Arc: A Complete Walkthrough

The Caligula's Casino heist is San Andreas's third-act centerpiece — a multi-mission arc covering crew assembly, target reconnaissance, equipment acquisition, and the actual heist. It's the first proper crew-based heist sequence in GTA history, predating GTA V's heist framework by nearly a decade and influencing every Rockstar heist since.

Setup
The arc unlocks after CJ has established himself in Las Venturas through Wu Zi Mu's missions and Salvatore Leone's contracts. Ken Rosenberg (the Vice City character returning to LV in 1992) re-introduces CJ to Salvatore Leone, who proposes the heist to steal $80 million from Caligula's (the Mafia's main casino) — payback for the Forelli family's continued slights against the Leone operation.
The arc is mid-Las-Venturas-act, after the initial casino-management missions and before the Madd Dogg arc resolves.
Mission 1: "Architectural Espionage"
CJ steals architectural blueprints of Caligula's Casino from the Las Venturas City Planning Department. The mission is stealth-toleration — guards patrol, alarms can be triggered. CJ uses a stolen construction worker uniform to blend in.
Reward: the blueprints, which inform the heist plan.
Mission 2: "Key to Her Heart"
CJ romances Millie Perkins (one of the six girlfriends, also a casino employee) to access her keycard. The mission's tone is comedic — CJ has to dress in formal attire, take Millie on a date, and seduce her enough to acquire her access card.
Reward: Millie's keycard for the casino vault.
Mission 3: "Dam and Blast"
CJ infiltrates Sherman Dam to destroy the dam's power generators — required to knock out the casino's power during the heist. Stealth + explosives.
Reward: dam-explosives planted; ready for heist-day execution.
Mission 4: "Don Peyote"
A side mission with The Truth (the hippie ally from San Fierro), exploring desert mythology and locating peyote plants. The mission is technically separate from the main heist arc but serves as a tonal break and unlocks the unique Black Boxville van.
Mission 5: "Fender Ketchup"
CJ acquires the heist crew. Specific characters: Ken Rosenberg, Maccer, Kent Paul, Salvatore's nephews. Each crew member has a specific role.
Crew roles:
- CJ — heist leader, vault penetration
- Zero — surveillance / hacking
- Maccer — diversion
- Kent Paul — spotter
- Various enforcers — combat support
Mission 6: "Saint Mark's Bistro" (parallel arc)
Catalina's GTA-III-callback Liberty City mission. Not strictly required for the heist but pays out massive cash bonuses that fund the heist setup costs.
Mission 7: "Breaking the Bank at Caligula's"
The actual heist mission. The longest single mission in San Andreas — comfortably 30-45 minutes for a first run, longer with mission failure restarts.
Stage 1 — Vault penetration. CJ enters the casino, uses Millie's keycard, drills the vault, recovers the cash.
Stage 2 — Power outage. The dam-explosives detonate at the planned moment; casino lights go dark; security responds.
Stage 3 — Combat through the casino. CJ fights through Caligula's security across multiple casino floors.
Stage 4 — Rooftop chopper escape. CJ reaches the rooftop, where the crew has a Maverick waiting; the helicopter takes off; CJ fires from the chopper at pursuing Mafia vehicles.
Stage 5 — Crash landing. The chopper crashes outside Las Venturas; CJ and crew flee on motorbikes, scattering across the desert with the cash.
Reward: the $80 million payout, distributed to crew members. Salvatore Leone takes the largest share.
What follows
The heist resolves cleanly. The cash is split, the crew separates, and CJ returns to Los Santos for the End of Line sequence. The Mafia's grudge against Salvatore is later resolved off-screen.
The mission introduces Madd Dogg as a recurring character (CJ rescues him from Caligula's rooftop after the heist), kicking off the Madd Dogg arc that closes with CJ owning Madd Dogg's Mansion.
What the heist arc established
San Andreas's casino heist is the template for every Rockstar heist since. Specifically:
- Crew specialisation (different members for different roles)
- Multi-stage planning missions (each mission contributes to the heist)
- Power-grid disruption as a heist tactic (returns in GTA V's Pacific Standard Heist)

- Save before "Breaking the Bank" — the mission has multiple failure points and no checkpointing in the original PS2 release.
- Cap driving and flying skill before this mission. The chase sequences are significantly easier with maxed vehicle skills.
