The Vagos and Ballas: San Andreas's Gangs, Fully Explained
Eight named gangs operate across San Andreas — Grove Street, Ballas, Vagos, Aztecas, Triads, Mafia, Loco Syndicate, San Fierro Rifa. Here's the complete chart.

San Andreas is the most gang-rich Grand Theft Auto in the series. Eight named gangs operate across the state, each with its own territory, color scheme, alliances, rivalries, and place in CJ's three-act arc. The faction landscape is more complex than GTA III's seven-gang chart and considerably more developed than Vice City's three-gang setup.

Grove Street Families (Los Santos)
CJ's home set. Color: green. Run by Sweet (CJ's brother). Based in Ganton, Idlewood, and Glen Park. Major members: Sweet, CJ, Big Smoke, Ryder, OG Loc, Kendl.
Grove Street's territory shrinks across the first act as the Ballas and Vagos push in. CJ's mid-game work centers on territory recovery; the third act fully restores Grove Street.
Ballas (Los Santos)
Grove Street's primary rival. Color: purple. Multiple sub-sets: Front Yard Ballas, Rollin' Heights Ballas, Kilo Tray Ballas, Temple Drive Families. The Ballas are the visible enemy in act 1 but not the actual antagonists — they're being manipulated by the same Tenpenny network that's manipulating Grove Street.
The Ballas killed CJ's mother in the opening cutscene's drive-by — except it later emerges that Grove Street's own (Big Smoke, Ryder) facilitated the hit.
Vagos (Los Santos)
The Latino gang. Color: yellow. Active across East Los Santos, particularly East Beach and Cypress Hills. Run drugs through their connections to the Mexican border. Less narratively central than the Ballas but feature in several mid-game missions through Cesar Vialpando's connections.
The Vagos are the third-act antagonists alongside the Ballas in the Los Santos riots; their Castillo del Diablo desert compound is the setting of the "Los Desperados" mission.
Aztecas (Los Santos / countryside)
Cesar Vialpando's set. Color: turquoise. Largely allied with Grove Street through Cesar's relationship with CJ's sister Kendl. Active across El Corona, Little Mexico, and the desert.
The Aztecas are the only allied gang in San Andreas's late-game territory wars. Cesar's Aztecas team up with Grove Street for the third-act Ballas territory recovery.
Triads (San Fierro)
Wu Zi Mu's organisation. Mountain Cloud Boys sub-set. Color: red. Based in San Fierro Chinatown. Wu Zi Mu (a blind Triad leader) is one of CJ's mid-game allies and an unforgettable supporting character.
The Triads are CJ's primary San Fierro allies. The Triad-Cartel war anchors the second act.
San Fierro Rifa (San Fierro)
Color: orange / brown. Active across the Doherty / Garcia districts of San Fierro. Run drugs through their Loco Syndicate connections. The San Fierro Rifa are the second-act antagonists alongside the Loco Syndicate.
The Mafia / Forelli Crime Family (Las Venturas)
Italian-American organised crime, with three sub-families:
- Leone Family (the GTA III faction) — Salvatore Leone runs Caligula's Casino in Las Venturas
- Forelli Family — Ken Rosenberg's clients
- Sindacco Family — minor presence
The Mafia / Casino arc is the third act's setpiece. The Caligula's Casino heist is the campaign's biggest single mission.
Loco Syndicate (countryside / San Fierro)
Not exactly a gang — a heroin pipeline operation run by Mike Toreno, T-Bone Mendez, Ryder (yes, that Ryder), and Jizzy B. The Loco Syndicate moves heroin through San Fierro and is the second act's primary antagonist.
The Loco Syndicate's takedown is the multi-mission arc that occupies most of San Fierro's content. Each member is killed or captured by the act's end.
How alliances shift across the campaign

The alliance landscape rewires twice across the three acts. The Triads who are allies in act 2 are barely present in act 3. The Mafia who employ CJ in act 3 weren't on the chart in earlier acts.
